一、目的與背景
為充分尊重學生意愿，滿足學生個性化發展的需要和特長的發揮，充分調動學生學習的積極性和主動性，同時優化教學資源配置，保證教學質量，國際工學院將于2024-2025（2）學期開放2024級英文授課本科來華留學生轉專業申請。學院根據《長沙理工大學本科生轉專業（類）管理辦法》（長理工大教〔2023〕1號）《長沙理工大學來華留學本科生學籍管理規定》（長理工大教〔2021〕26號）文件精神，結合學院實際情況，制定本實施細則。
二、轉出轉入要求
（一）轉出要求
1.2024級英文授課本科學生；
2.專業調整后各班級人數不低于最低開班人數要求。
（二）轉入要求
1.可轉入專業僅限2024級已開設的四個英文授課專業，即：交通工程專業、道路橋梁與渡河工程專業、土木工程專業、計算機科學與技術專業；
2.專業調整后各班級人數不低于最低開班人數要求；
3.通過轉入專業學院資格審核。
三、其他要求
1.學生就讀期間只可轉專業一次；
2.完成轉專業的學生需在新專業就讀，不得申請轉回原專業；
3.轉專業申請表提交時間：2025年4月7日。
四、工作流程
1.發布轉專業通知與工作方案；
2.擬轉專業學生提交轉專業申請；
3.相應專業學院對申請轉出轉入的學生按要求進行資格認定；
4.對符合轉專業條件學生名單進行公示，公示期為3個工作日；
5.如公示期內無異議，報學校職能部門備案，學生進入新專業就讀。
五、其他
本通知由國際工學院負責解釋，其他未盡事宜，按照上級主管部門及學校相關文件和通知精神執行。

Notice of Changing Majors for the 2024 Cohort of English-Taught Undergraduate Students of Changsha University of Science & Technology
I.Purpose and Background
To respect students’ preferences, meet the needs for personalized development, and maximize their potential while optimizing the allocation of educational resources and ensuring teaching quality, College will open applications for changing majors for the 2024 cohort of English-taught undergraduate international students in the 2024-2025 (2) academic term.
II.Requirements
1. Requirements for Changing Out of a Major
（1）Students must be part of the 2024 cohort of English-taught undergraduates.
（2）After the change, the number of students in each class must not fall below the minimum required for course offerings.
2. Requirements for Changing Into a Major
（1）Applicable to the four existing English-taught majors for the 2024 cohort: 1) Transportation Engineering, 2) Road, Bridge and River Engineering, 3) Civil Engineering, and 4) Computer Science & Technology.
（2）Must pass the conditions review for the intended new major.
III. Other Requirements
1. Students may only change majors once during their studies.
2. Once transferred, students must continue in the new major and cannot return to the original major.
3. Major Transfer Application Form submitting: April 7. 2025, Humanities Building E-514.
IV. Procedure
1. Publish the implementation guidelines.
2. Students intending to change majors submit their applications.
3. The respective departments verify the qualifications of students requesting the transfer.
4. Announcing the list of eligible students publicly for 3 working days.
5. If no objections are raised during the public announcement period, report to the university’s functional departments for record, and students will commence studies in the new major.
V. Additional Information
The International College of Engineering reserves the right to interpret these guidelines. Any matters not covered will be handled in accordance with the relevant documents and notices from higher authorities and the university.
